NEWS
Tim was an invited speaker at the New York State Conference of Mayors' (NYCOM) Annual Meeting on May 17, 2023 to discuss the issue of volunteer firefighter recruitment, retention strategies, and what municipalities can do to assist in strengthening their volunteer fire departments to ensure the department's success well into the future.
Tim earns significant win for the volunteer fire service in New York State's highest court! On April 20, 2023, the New York State Court of Appeals issued its decision in Anderson v. Commack Fire District, which reversed a mid-level appeals court decision that was adverse to fire districts and, as Tim argued, improperly subjected fire districts to liability for motor vehicle accidents. The decision has immediate, statewide effect and protects fire districts in the case of vicarious liability for the ordinary negligence of firefighters while operating emergency vehicles with lights and sirens activated. A copy of the full decision can be found here.
On April 11, 2023, Terry made a presentation to the Albany and Schenectady County Assessor's Association on the implementation of the new partial Real Property Tax Exemption for volunteer firefighters and EMS personnel pursuant to RPTL § 466-a.
Tim presented "Fire Department Based Ambulance Service - Where Are We Now and Where Are We Going?" at the 32nd Annual Local Government Conference on April 6, 2023 being held at the Turning Stone Conference Center in Verona. For more information please click here.
Mark Butler and Terry Hannigan will again be offering Basic Fire Commissioner Training and other programs at the New York State Association of Fire Chiefs annual conference "Fire 2023" in Syracuse, June 14-17, 2023. For further information, dates, and to register, please click here.
